Cal State Dominguez Hills alumna (Class of '06) Cilecia "Cici" Foster has led the CSUDH Dance Team (aka The Torogirls & Company) since 2006 and currently serves as the Interim Assistant Athletic Director for University Spirit and Engagement.
A native of Los Angeles’ South Bay, Foster earned her B.A. in Liberal Studies with a concentration and minor in Dance from CSUDH in 2006, followed by an M.B.A. from South University in 2014. Under her leadership, the CSUDH Dance Team has earned over 50 major awards and titles, highlighted by back-to-back DII Spirit Rally National Championships in 2023 and 2024, followed by 2025 and 2026 USA College Dance National Championships in DII College Hip Hop. Foster is certified by USA Cheer for coaching both cheerleading and dance teams and remains active in the spirit industry as a member of the National Dance Coaches Association (NDCA).
In her inaugural administrative role as Interim Assistant Athletic Director, Foster leads the strategy, development, and execution of spirit initiatives, traditions, and community partnerships that elevate Toro pride across campus. She provides direct leadership and oversight for the CSUDH Dance Team, Cheerleading, and the iconic Teddy the Toro mascot program.Â
Beyond her work in athletics, Foster has served as a charter high school administrator and teacher, and faculty at Los Angeles Valley College. In her free time, she enjoys exploring new local restaurants, watching Netflix, and spending time at the beach.
